In Commander, Rubblebelt Runner belongs in landfall and lands-matter shells that can reliably hit seven or eight mana and have ways to push damage through — think trample enablers or evasion grants. Outside Commander, it's nearly unplayable: Modern, Pioneer, and Legacy all move too fast for a seven-mana do-nothing threat, and even Pauper, where the card is legal, has more efficient options at common.
