Rubble Rouser is a Commander card — the format's longer games and higher land counts are exactly where the scaling bonus becomes meaningful, and token-wide or landfall decks can realistically attack with a dozen creatures and 10-plus lands in play. In competitive 60-card formats like Modern and Pioneer, three mana for a conditional anthem that doesn't affect the board immediately is too slow; aggro decks have Glorious Anthem effects that cost less and don't depend on land count. Pauper is where it might occasionally show up in a dedicated landfall build, but the format's aggro clock is tight and the payoff still feels marginal. Legacy and Vintage simply don't care.
