Rowan, Fearless Sparkmage enters and immediately pings every creature your opponents control for 1 damage, then staples a repeatable "tap target creature" ability onto all your instants and sorceries for the turn. Five mana is the real cost — at that price point she competes with haymakers, so she earns her slot only in decks that cast multiple spells per turn and want the tap-down as a combat or combo enabler.

Commander is where Rowan, Fearless Sparkmage does her best work — spellslinger decks in Izzet or Grixis colors cast enough instants and sorceries per turn to abuse the tap-on-cast ability, and the enter-the-battlefield ping is a meaningful board impact against token and weenie strategies. In Pioneer and Modern she's simply too slow: five mana planeswalkers that don't end the game immediately don't survive the format's pace, and the tap ability rarely gets more than one activation before she's removed. Legacy and Vintage have the same problem compounded — five mana without a game-ending effect is a non-starter in those formats. Oathbreaker is a reasonable home if you're building around a red instant or sorcery signature spell, since the tap ability fires every time your signature spell resolves.
