Pauper is the second-most plausible home — token generation at common is a real currency there — but three mana for two 1/1s is below the efficiency bar most Pauper token lists can afford. Legacy and Vintage have no interest; the card doesn't approach the power level those formats demand. Commander is where the flying-tribal and token-swarm synergies justify the slot.
