In Commander, Roterothopter earns its slot in artifact synergy decks and flying-matters builds where a free artifact creature generates value beyond its stats — think Breya, Etherium Shaper or Urza, Lord High Artificer, where zero-cost artifacts are fuel, not filler. Legacy and Vintage have access to it but have zero interest — a 1/2 flyer with no ETB and no text doesn't clear the bar in those formats. Pauper is where Roterothopter has historically shown up in artifact-based shells that want cheap bodies to sacrifice or animate, and it remains a legitimate consideration there.
