Rooftop Nuisance drops a 1/1 Rat onto the battlefield when it enters and staples a death trigger onto every Rat you control — whenever one dies, you draw a card. The enter-the-battlefield body is negligible; the draw engine is the entire reason to run it.

Rooftop Nuisance is a Commander card through and through — Rat tribal has critical mass there and nowhere else. In pauper it's legal but the Rat synergy infrastructure is thin enough that dedicated draw engines outcompete it. Modern, Legacy, and Vintage have zero interest in a three-mana 1/1 that draws on creature death when more efficient options exist at every turn of the curve.
