Rolling Thunder distributes X damage across any number of targets for a single spell, which means one card can kill a board of small creatures, dome multiple players, or split between a threat and a face. The cost is that it needs a lot of mana to matter — and outside of Hinata, Dawn-Crowned slashing its per-target price to nearly nothing, it's a slow, sorcery-speed payoff that better-resourced shells can usually outclass.
