It's a playable budget answer in landfall-heavy Commander shells, but anywhere competition is real, you want exile or permanent removal instead.

In Commander, Roil Spout earns its slot almost exclusively in landfall decks — the triggered land drop is the whole reason to run it over cheaper or cleaner alternatives. In competitive constructed formats like Modern, Legacy, and Vintage, sorcery-speed removal that doesn't permanently answer the threat is unplayable; those formats have no interest in it. Pioneer offers the same verdict — three mana at sorcery speed to bounce a threat to the top of a library is too slow and too temporary to compete. Oathbreaker mirrors Commander's situation: it's viable only if your planeswalker and signature spell strategy specifically rewards landfall triggers.
