Rogues' Gallery enters the battlefield as a copy of every nontoken creature your opponents control — and it's a land, so it costs you nothing extra in tempo. That effect is legitimately broken in multiplayer, and the only real cost is running a land that produces no mana.

Rogues' Gallery is a Commander card through and through — its power scales directly with the number of opponents, and a four-player pod routinely puts eight or more creatures into play off a single land drop. In Legacy, Modern, and Pioneer it's technically legal but functionally irrelevant: one-on-one games dilute the effect to a single copy, and those formats demand lands that produce mana. Vintage has no use for it either. Commander is the only context where Rogues' Gallery earns its slot, and there it can be format-warping in the right shell.
