Roar of the Crowd deals damage equal to the number of permanents you control to any target — in a token-heavy Commander deck that number can hit double digits without much effort. Four mana for a one-shot burn spell is only worth the slot when your board is already wide, so this card earns its place in go-wide strategies and nowhere else.

Roar of the Crowd is a Commander card through and through — the format's longer games and token-generating commanders are what make the damage count meaningful. In Pauper it's legal but competing against more consistent burn and removal at common, so it rarely makes the cut outside of fringe token shells. Legacy and Vintage have zero interest in a sorcery-speed burn spell with a board-state prerequisite when faster, unconditional options exist. Oathbreaker gives it another home if the planeswalker supports a tokens gameplan, but Commander is where it actually does work.
