Road of Return does two things a green Commander deck always wants — it puts your commander back in your hand for two mana, and if you pay four instead, it also draws you a card. Two modes on one card at instant speed is genuine flexibility, and the ceiling of "get commander + cantrip" for four mana is strong enough to justify the slot over single-purpose recursion.

Road of Return is a Commander card through and through — the entire design assumes a command zone exists, which makes it irrelevant in Legacy and Vintage despite being technically legal in both. In Commander, it fills a real role: two-mana instant-speed commander recursion is rare, and the four-mana mode that staples on a cantrip makes it a clean two-for-one when you have the mana to spare. Oathbreaker is the only other format where it earns a serious look, since the planeswalker-as-commander structure makes the recursion directly relevant and the card pool is slower enough that four mana for draw-plus-recovery is well within range.
