Riveteers Confluence gives you three independent modes — discard-and-loot, sacrifice-and-ramp, or direct damage — and you choose three instances from that list, repeating as needed, all for five mana. The flexibility is real, but five mana for what often amounts to two loots or a loot plus a Rampant Growth is a steep ask in a format full of more efficient options.

Commander is the only format where Riveteers Confluence earns a serious look, and even there it belongs in specific shells rather than as a generic goodstuff inclusion. The ability to chain three modes at instant speed has genuine upside in graveyard-centric Jund decks that want to pitch specific cards while advancing their mana or clearing a blocker. Legacy and Vintage are legal destinations but irrelevant in practice — five-mana sorcery-speed-adjacent value pieces don't compete in those environments. Oathbreaker is legal and could support a Jund planeswalker shell, though the same caveat about efficiency applies.
