River Merfolk is a vanilla 1/1 for two mana with an islandwalk ability that only matters in the right matchup — the floor is extremely low. Outside of dedicated Merfolk tribal, it doesn't make the cut.

River Merfolk sees virtually no play in Commander, where a 1/1 body and conditional evasion can't compete for a deck slot against the tribal payoffs available to Merfolk builds. In Legacy and Vintage it's similarly outclassed — the Merfolk shell there runs Lord of Atlantis and Master of the Pearl Trident, which grant islandwalk to the whole team rather than just themselves. Pauper is the one format where River Merfolk is technically legal and cheap, but even there the tribe has better two-drops that pull double duty as lords or interaction.
