Rite of Renewal is legal across all major constructed formats, but it only sees meaningful play in Commander. In competitive 60-card formats — Modern, Pioneer, Legacy — three mana to sacrifice a permanent, play a land, and draw a card is far too slow and conditional to make any list. Commander is where the card earns its slot: sacrifice synergies are endemic to the format, landfall commanders are numerous, and the combination of three effects on one card justifies the cost in the right shell. Outside of dedicated sacrifice or landfall builds, even Commander players should pass — it's a role-player, not a generic good card.
