Rising Miasma hits every opponent's board for -2/-2 until end of turn and can be kicked to make that permanent — a sweeper that scales from tempo play to outright removal depending on how much mana you have. At four mana base and seven kicked, it sits in a crowded slot but earns its keep in any black deck that wants flexible mass removal.

Commander is the natural home for Rising Miasma — the kicked mode is a genuine one-sided sweeper in decks that go wide with large or indestructible creatures, and even the base mode at four mana clears tokens and X/2 utility creatures across three opponents' boards simultaneously. In Legacy, Modern, and Pioneer it's outclassed: Damnation, Toxic Deluge, and Languish all do more for the same or less mana with no kicker tax required, so Rising Miasma doesn't compete in those 60-card formats. Oathbreaker is a reasonable secondary home for the same reasons as Commander — multiplayer context makes the board-wide reach matter.
