In Commander, Risen Necroregent is a reasonable top-end payoff for Zombie tribal and graveyard-value decks — seven mana is steep but acceptable in a format where games go long and a two-for-one on ETB carries real weight. In competitive 60-card formats like Modern and Pioneer, seven mana is nearly unplayable; dedicated reanimator decks would rather cheat something into play for two or three mana than cast Risen Necroregent fairly. Legacy and Vintage have the same problem at a higher power ceiling, where seven mana buys you something game-ending, not a pair of 4/4s.
