In Commander, Rise of Extus earns its slot in reanimator and graveyard-value decks that want removal doubling as recursion — the exile clause beats indestructible and prevents reanimation on the opponent's side, which matters. In Pauper it's legal but slow; four mana at sorcery speed is a steep ask when the format rewards efficiency. In Modern and Pioneer, it simply doesn't compete with cheaper, faster options that don't ask you to wait until turn four. Legacy and Vintage have no interest in it at any price.
