Rise of Eagles puts two 2/2 flying tokens on the battlefield and replaces itself with a scry 2 — all for six mana. That cost is the problem: six mana for a sorcery-speed token doubler with no immediate board protection is simply too slow for any competitive context.

Rise of Eagles is legal across Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but sees essentially no play in any of them. In Pauper it's the closest to viable — commons-only pools lower the ceiling on the competition, and the scry 2 draws real value in slower builds. In Commander, six mana at sorcery speed for two tokens is outclassed by nearly every comparable effect; the scry 2 softens the blow but doesn't justify the slot. Constructed formats like Modern and Legacy move too fast for Rise of Eagles to ever resolve at a meaningful moment.
