Rise from the Tides is a Commander card through and through — the longer the game runs and the more spells cycle through graveyards, the more absurd the payoff gets, and a 60-card format simply doesn't give it the runway it needs to shine. It's legal in Modern and Pioneer, but neither format has the patience for a six-mana sorcery that asks you to have stocked your graveyard first; faster, more focused win conditions do the job cheaper. Legacy and Vintage are theoretically possible homes, but Rise from the Tides competes with format-defining nonsense at every mana value and never sees meaningful play there. Commander is where it belongs: multiplayer games run long, graveyards run deep, and a single cast can produce enough Zombies to end a table.
