Rise Again returns any creature from your graveyard to the battlefield tapped — full reanimate effect, no targeting restriction, for three mana at instant speed. It's a clean, no-frills reanimation spell; Scholar of the Ages is the ceiling on what it can recur, but the real draw is the instant speed, which lets you ambush a blocker or respond to a wrath.

Commander is where Rise Again earns its keep — instant-speed reanimation at three mana slots cleanly into black's toolbox, and the graveyard is a second hand in most Commander games. In Pauper it's a legitimate role-player given the format's creature-centric gameplan and limited access to reanimation at common. Legacy, Vintage, and Modern all have faster and less restrictive reanimation options that outclass Rise Again by a wide margin, so it doesn't see play there. Pioneer is the same story — the format has enough efficient graveyard tools that a three-mana sorcery-speed adjacent effect (even at instant speed) doesn't compete.
