Riptide Survivor replaces itself when it blocks and dies — a 1/3 body that turns a chump block into a free card is real value at two mana. The floor is low and the ceiling never gets exciting, but the raw exchange rate is honest.

In Commander, Riptide Survivor earns its slot in decks that want to trade small creatures for cards — Merfolk tribal lists and self-sacrifice shells are the natural homes. Legacy and Vintage are legal formats but Riptide Survivor has never seen play in either; the powered card pools make a two-mana 1/3 with a conditional draw effect invisible. Oathbreaker allows it but the same reasoning applies: the effect is too slow and conditional to compete at that pace.
