In Commander, Ringskipper is a narrow role-player: it shows up in decks where connecting with the commander repeatedly is the entire engine, and Marvo, Deep Operative lists are the clearest example. In Pauper it's legal but competes in a format where evasion usually comes attached to more useful bodies or spells. Legacy and Vintage have the card pool to ignore it entirely.
