Rimescale Dragon locks the board one creature at a time — tap a snow mana, put an ice counter on any creature, and it never untaps again. Seven mana is a real ask, but the tap-down engine is permanent, cumulative, and uncounterable once it's already running.

Commander is where Rimescale Dragon actually gets to live. Singleton snow-land builds — especially in Jorn, God of Winter or any Sultai or Temur snow shell — can generate the colored snow mana reliably enough to activate it repeatedly, and the multiplayer board means locking out the most dangerous creature each turn has serious leverage. Legacy and Vintage are legal but irrelevant; seven mana and a tap ability have no place in those formats. Modern has enough cheaper interaction that Rimescale Dragon never sees play there either. It's a Commander card through and through.
