Rime Chill puts a -1/-1 counter on a creature and taps it — for two mana at instant speed, that's a tempo play that answers small utility creatures while slowing down bigger threats. Narrow enough that it competes poorly against dedicated removal, but in decks that care about -1/-1 counters, it pulls double duty.

In Commander, Rime Chill is a fringe inclusion — the -1/-1 counter synergy has to already matter in your deck, otherwise you're paying two mana for a Tap effect that doesn't even kill anything. In 60-card formats like Modern and Pioneer, the bar for this kind of effect is higher; dedicated removal and better tempo options crowd it out entirely. Standard gives it the most air to breathe, where card pools are shallow and any instant-speed interaction has some baseline value. Legacy and Vintage don't want Rime Chill at any price.
