Rikku, Resourceful Guardian is a Commander card through and through — the multiplayer format gives her enough turns and enough counter-synergy infrastructure to generate the repeated value she needs to justify a slot. In Legacy and Vintage she's technically legal but completely outclassed; a three-mana creature that requires setup has no place in those formats' threat density. Oathbreaker could support her if the signature spell enables counters, but the smaller deck size and faster games make her ceiling lower than in Commander.
