Rhystic Scrying draws three cards if your opponents pay two mana collectively — and in Commander, they usually won't. At three mana in blue, that's a clean deal: opponents either give you three cards or spend a meaningful chunk of their turn stopping you.

Commander is where Rhystic Scrying actually earns its slot — three opponents means three chances for someone to decide that paying two mana isn't worth it, and if even one of them blinks, you're up three cards for three mana. In Legacy and Vintage it's technically legal but irrelevant; those formats move too fast and play too few opponents for the 'may pay' clause to generate real upside over simply drawing three. Oathbreaker follows the same logic as Commander at a smaller table, which makes the card slightly less reliable but still functional in blue control builds.
