The ceiling is real in graveyard and spellslinger shells, but outside those homes it's a five-mana do-nothing body, and Saw in Half exists to split that value further only in the builds that already want it.

In Commander, Revolutionist earns its slot almost exclusively in Madness-centric builds — outside of Anje Falkenrath and a handful of similar commanders, the Madness cost is just a discount on an overpriced body. Pauper is where it has the most competitive standing, since instant and sorcery recursion at common is scarce and the Madness synergy can be scaffolded with cheap discard outlets. Legacy and Vintage have access to far more efficient recursion, so Revolutionist doesn't register in those formats. Modern has better options at every point on the curve, and Pioneer and Standard don't see it at all.
