Revive the Shire puts three Food tokens into play immediately, then spends three chapters recurring a land and two nonland permanents from your graveyard — substantial board presence for five mana. The Cabbage Merchant decks aside, this is a staple-tier enchantment for any green token or graveyard value shell.
Best Commanders
Commanders with the highest synergy

The Cabbage Merchant
The Cabbage Merchant converts every Food token into a growing board state, and Revive the Shire delivers three of them the turn it lands — instant critical mass for the engine.

Frodo, Adventurous Hobbit // Sam, Loyal Attendant
Frodo, Adventurous Hobbit // Sam, Loyal Attendant runs a Food-matters theme by design, and Revive the Shire pulls double duty by supplying that resource while also recovering key permanents lost along the quest.

The Goose Mother
The Goose Mother scales on Food tokens entering the battlefield, so Revive the Shire's three immediate tokens translate directly into a larger Hydra and more cards drawn off her trigger.

Merry, Warden of Isengard // Pippin, Warden of Isengard
Merry, Warden of Isengard // Pippin, Warden of Isengard cares about the Halfling and Food synergy package, and Revive the Shire fills both the token role and the graveyard-recovery role that these value-oriented Shire commanders want.

Camellia, the Seedmiser
Camellia, the Seedmiser triggers off Food tokens being created, so Revive the Shire's three-token burst on arrival generates immediate card draw before the chapter abilities even begin.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |

| modern | legal |
| pioneer | not legal |
| standard | not legal |
| vintage | legal |
| pauper | legal |
| oathbreaker | legal |
Commander is the clear home for Revive the Shire — the three-chapter structure is built for a 40-life, multiplayer game where you have the turns to cash in each lore counter, and the graveyard recursion on chapter three recovers high-value singletons that matter more in the 100-card format. In Legacy and Vintage it's technically legal but the five-mana cost puts it nowhere near competitive consideration in either format. Pauper is the one non-Commander context worth mentioning: the Food token generation is real at common, and the recursion is unusually powerful for the format, so Revive the Shire could find a home in slower Pauper green builds.

$0.55 bulk tier
At $0.55, Revive the Shire sits firmly in bulk territory despite seeing play in over 30,000 Commander decks — easy to pick up in trade binders or bulk bins. For what it does across three chapters, that price is an easy yes.
