Commander is the clear home for Revive the Shire — the three-chapter structure is built for a 40-life, multiplayer game where you have the turns to cash in each lore counter, and the graveyard recursion on chapter three recovers high-value singletons that matter more in the 100-card format. In Legacy and Vintage it's technically legal but the five-mana cost puts it nowhere near competitive consideration in either format. Pauper is the one non-Commander context worth mentioning: the Food token generation is real at common, and the recursion is unusually powerful for the format, so Revive the Shire could find a home in slower Pauper green builds.
