The rate is real, but it's a one-shot effect stapled to a 2/2 body with no other text, so it only earns a slot when you're already built around counter synergies.

In Commander, Revered Elder pays off in go-wide decks that weaponize +1/+1 counters — think Hamza, Guardian of Arashin or Jinnie Fay, Jetmir's Second — where the enter-the-battlefield burst can represent ten or more counters distributed across a board. Outside of that niche, three mana for a 2/2 with no evasion and no recursive upside is below the Commander floor. In Pauper, the commons card pool is tight enough that a one-time anthem on a creature is occasionally worth exploring in token shells, though it faces stiff competition from cheaper payoffs.
