Revenge of the Drowned puts a creature in the graveyard and puts a counter on another creature for three mana at instant speed — that's two effects that matter in the same action. The cost is that both halves are conditional on your opponent controlling creatures, which in Commander is almost never a problem.

In Commander, Revenge of the Drowned slots into any blue deck that cares about counters, self-mill, or filling graveyards — the instant speed makes it a combat trick disguised as a value spell. Pauper is where it gets the most competitive consideration, since mill and graveyard synergies are live archetypes and cheap instant-speed interaction is at a premium. In Modern and Pioneer it's too slow and too conditional to displace dedicated removal, but it's technically legal if a synergy deck specifically wants both effects stapled together. Legacy and Vintage have no interest.
