Revenant is a Commander card through and through — the graveyard fills naturally over a long game, and self-mill or sacrifice synergies can turn it into a massive evasive threat by the mid-game. In Legacy, Modern, and Pioneer it competes against threats that come with built-in resilience or lower mana costs, and Revenant offers no value if it dies before attacking; it won't see play there. Vintage is theoretically legal but the card has no place in that format's texture.
