In Commander, Restless Spire is purpose-built for decks that cast their commander multiple times per game — the loot trigger converts those recasts into card selection with no additional mana investment. Outside of that niche, it's a colorless producer masquerading as a blue source, which is a problem in mana-hungry three- or four-color lists. In competitive 60-card formats like Modern and Pioneer, the enter-untapped condition is fine, but the conditional loot trigger and colorless limitation make it a distant third behind actual dual lands or more reliable cantrip lands. Legacy and Vintage have access to too many strictly better options for this to see serious play. Standard is where it has the most legitimate case beyond Commander, specifically in aggressive or midrange Izzet shells that regularly replay a legendary creature.
