Resplendent Marshal enters and immediately spreads a +1/+1 counter to every Angel you control — and when it dies or leaves, it does it again. The two-mana cost for a 2/2 body looks unimpressive until you account for the double trigger: Giada, Font of Hope decks in particular treat this as a force-multiplier that scales with board size rather than a static buff.

Commander is where Resplendent Marshal earns its slot — Angel tribal is a perennial archetype with enough redundancy to make the enter-and-exit triggers fire repeatedly over a long game. In Modern and Pioneer, the 2/2 body is too fragile to anchor a competitive curve and white aggro has better two-drops, so it mostly stays on the shelf in those formats. Legacy doesn't have a shell that wants it, and Vintage certainly doesn't. Resplendent Marshal is a Commander card through and through: it rewards wide boards, repeated enters-the-battlefield effects, and the kind of incremental advantage that compounds over many turns.
