In Commander, Resounding Wave earns its slot specifically in Azorius, Dimir, Esper, or any blue-white shell that wants instant-speed interaction that scales into the late game — the cycling bounce hits any nonland permanent, which means it answers threats Doom Blade can't touch. In Pauper, bounce is a legitimate pillar and the cycled version's card-neutral tempo swing is strong enough to see real play. Legacy and Vintage have access to too many one-mana counterspells and free interaction for Resounding Wave to compete on efficiency, so it doesn't show up there. It's a Commander and Pauper card first.
