Resonance Technician is a Commander card through and through — the format's longer games and artifact-centric commanders give it room to generate real mana advantage over multiple turns. In Legacy and Vintage, where it's technically legal, the format's speed and the availability of free or near-free artifact support make a three-mana 2/3 with a conditional discount redundant at best and a liability at worst. Oathbreaker shares Commander's multiplayer pace and artifact synergy potential, so it's a reasonable include there in the right shell. Everywhere else it's not legal, and it wouldn't see play even if it were.
