Repulsive Mutation is legal across every major Constructed format except Pauper, but it's a Commander card at heart. The combination of counterspell and counter-growth only pays off when you're already running a counters engine — in 60-card formats where that density is harder to assemble and the game ends faster, cheaper unconditional interaction wins out. In Commander, the multiplayer threat density justifies the conditional nature of the counter, and the counter growth has time to matter. Oathbreaker is the one other format where it earns a real look, particularly under any Simic planeswalker that generates loyalty-adjacent pressure.
