In Commander, Repulse earns its slot in decks that want to rebuy enter-the-battlefield triggers or generate value from bouncing their own creatures — outside that niche, there are cleaner interaction options at three mana. In Pauper, where card selection is tight and tempo matters, Repulse has historically seen play in blue control and tempo shells as a clean way to disrupt the opponent while staying card-neutral. Legacy and Vintage have access to far more efficient interaction, so Repulse doesn't see serious play in either format. Modern and Pioneer don't get it, but the card pools there have long since moved past this effect anyway.
