Reprisal kills any creature with power 4 or greater for two mana at instant speed — that covers most of the threats actually worth answering in Commander. The ceiling is destroying Blightsteel Colossus; the floor is whiffing on every x/3 at the table, so build your removal suite accordingly.

Commander is where Reprisal earns its slot — the format is full of fatties, and two mana at instant speed is a fair price to answer a Consecrated Sphinx or an Elesh Norn before they take over the game. In Pauper, commons-only removal suites are lean enough that Reprisal competes seriously, and the creature threats it misses are smaller there anyway. Legacy, Vintage, and Modern have faster, more flexible removal that doesn't come with a power restriction, so Reprisal doesn't make the cut in those formats. Pioneer sits in between — the threats are big enough but Path to Exile and Fateful Absence are strictly better options.
