Replication Technique is a Commander card through and through — five mana is too slow for Legacy and Vintage, where the spell is technically legal but never played, and it doesn't exist in Modern, Pioneer, or Standard at all. In Commander, the singleton rule makes any effect that generates an additional copy of a key permanent disproportionately powerful, and Replication Technique fills that role cleanly at instant speed. Oathbreaker is the one non-Commander format where it has real application, particularly in spellslinger builds that want to duplicate a planeswalker or a critical artifact without committing to an enchantment.
