Repel bounces a creature and draws a card for four mana at instant speed — fine in a vacuum, but that rate is just too slow for any format with better options. It's a bulk common for a reason.

In Commander, Repel competes with Unsummon, Cyclonic Rift, and a dozen other blue bounce effects that cost less or do more — it doesn't make the cut in any serious list. Pauper is its most credible home, where the card pool is shallow enough that instant-speed bounce with a cantrip has marginal value in tempo builds. Legacy and Vintage are legal but irrelevant; no deck in those formats needs a four-mana bounce spell when Force of Will and Brainstorm are on the table.
