Rending Vines destroys any artifact or enchantment and replaces itself — the card draw is the whole reason to run it over cheaper alternatives. The three-mana floor is real, but drawing a card on a removal spell is a clean enough rate for Commander.

In Commander, Rending Vines competes in a slot with a lot of options, but the cantrip separates it from most of them — decks that need to maintain card advantage while answering an Aura, equipment, or artifact will find it pulls its weight. In Pauper, the common slot makes Rending Vines a legitimate consideration since the card draw is proportionally more valuable in a lower-power environment. Legacy and Vintage move too fast for a three-mana sorcery to matter — the card is legal but functionally absent from those formats. Modern and Pioneer have access to faster, cheaper artifact and enchantment removal that sees far more play.
