Render Inert puts two -1/-1 counters on any creature and proliferates — permanent removal light, but the proliferate rider is the real reason to run it. The two-mana cost is fair, and in any deck already stacking counters or racing toward Divine Intervention's chapter VIII, that extra proliferate trigger is doing real work.

Render Inert is a Commander card through and through — the proliferate synergy only compounds in a format where games go long and counters accumulate on planeswalkers, poison chains, saga chapters, and commanders. In Legacy, Modern, or Pioneer, two mana for a conditional -1/-1 effect with proliferate doesn't clear the bar when actual removal is cheap and efficient. Commander is where the effect scales: decks built around Atraxa, Praetors' Voice or any proliferate-matters shell treat it as cheap, repeatable fuel for a counter engine.
