Renari, Merchant of Marvels is a Commander card in practice — the effect is narrow enough that 60-card formats would never want a 1/3 that only grants flash to one creature type. In Commander, she slots cleanly into any Izzet or Grixis Dragon build as a way to hold up interaction while still deploying threats on the end step before your turn. Legacy and Vintage allow her but the Dragon tribal payoff has no traction in those formats. Oathbreaker is the one other format where she's plausible if your planeswalker and signature spell package leans on Dragons.
