It sees play almost exclusively in mill-yourself strategies where refilling the library prevents a loss, and outside that narrow context it doesn't belong in a deck.

In Commander, Reminisce is a niche piece in self-mill decks that need to avoid decking out — think Phenax, God of Deception targets or Laboratory Maniac insurance gone wrong. Legacy, Modern, and Vintage all have faster, more impactful graveyard interaction available, so Reminisce sits unused in those formats despite being legal.
