Reincarnation replaces a creature you're about to lose anyway with the next creature that dies — a two-for-one if you can feed it a sacrifice outlet like Goblin Bombardment on your own terms. Three green mana at instant speed is a real cost, but the ceiling of returning a bomb creature to the battlefield makes it worth slotting in creature-heavy Commander lists that already want a sacrifice loop.

Legacy and Vintage move too fast for a three-mana instant that requires a creature to die before its effect resolves, and the card pools in those formats offer cleaner recursion. In Commander, Reincarnation finds its niche in sacrifice-focused builds where you control the timing of both deaths and can guarantee a payoff creature is in the graveyard when the trigger fires.
