Regress bounces any permanent to its owner's hand for three mana at instant speed — clean, unconditional, and blue to the core. The problem is that three mana at sorcery speed would already be mediocre, and paying instant-speed tax for a tempo play that doesn't answer anything permanently puts Regress below the bar in nearly every context.

In Commander, Regress competes against Rapid Hybridization, Pongify, and Reality Shift — all cheaper, all more decisive — so it rarely earns a slot in the 99. Pauper is its best home, where unconditional bounce at instant speed has real utility and the card pool punishes permanent answers less than it rewards tempo. Legacy and Vintage have enough broken things happening that a three-mana bounce spell is a non-starter. Regress is legal in Oathbreaker, but the same Commander logic applies: the format is tight enough that you want your removal to close loops, not delay them.
