Reef Pirates is a 2/3 islandwalker that mills the opponent for one whenever it deals combat damage — a floor-level payoff for a three-mana creature in a format where that kind of incremental effect needs to be doing a lot more. Play it only if you're deliberately building around Pirates tribal or mill synergies; otherwise it's outclassed by nearly every blue three-drop with a relevant ability.

Reef Pirates is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the formats where it's actually playable narrow fast. In Commander, islandwalk is conditionally unblockable rather than reliably so, and milling one card per hit is noise in a 100-card format — it only earns a slot in dedicated Pirate tribal decks helmed by something like Admiral Beckett Brass. In Pauper, Reef Pirates competes against aggressively-costed commons that close games instead of slowly grinding; the mill trigger doesn't translate to meaningful pressure there either. Legacy and Vintage have access to the full card pool and Reef Pirates doesn't register.
