Reef Pirates is a 2/3 islandwalker that mills the opponent for one whenever it deals combat damage — a floor-level payoff for a three-mana creature in a format where that kind of incremental effect needs to be doing a lot more. Play it only if you're deliberately building around Pirates tribal or mill synergies; otherwise it's outclassed by nearly every blue three-drop with a relevant ability.

Reef Pirates is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the formats where it's actually playable narrow fast.
