In Commander, Redtooth Genealogist is a tribal staple for Elf decks — repeatable on-theme tutoring at two mana is a real rate, and the type-sharing clause gives it reach into multi-tribe builds as well. In Pauper, tribal synergy cards at common rarely see play over more direct threats, and Genealogist's tap-to-tutor speed is too slow for that format's pace. In Modern and Pioneer, it simply doesn't compete with the efficiency of non-creature tutors or the raw power of the Elf lords already in those formats.
