In Commander, Recover earns a slot in decks that want redundancy on creature recursion and can use the cantrip to stay ahead on cards — think Meren of Clan Nel Toth or Karador, Ghost Chieftain shells where the graveyard is a resource engine. Outside Commander, Recover sees almost no play: Modern, Pioneer, and Legacy all have faster, cheaper recursion that doesn't ask for three mana at sorcery speed. Pauper is the one format where its commons-legal status could theoretically matter, but even there the card sees negligible play because graveyard decks in that format prefer Unearth effects or recursion that generates tempo rather than just card parity.
