In Commander, Recalibrate is a one-of tool for decks that run high-value tap abilities — untapping a creature that generates mana or triggers an ability is the entire argument for inclusion, and the +1/+1 counter is a minor bonus on top. Outside of Commander, the card is legal in Legacy, Vintage, Modern, Pauper, and Oathbreaker, but the competition at two mana in those formats is severe enough that Recalibrate never makes the cut — Pauper is the only environment where its ceiling is relatively higher, given how much mana efficiency matters there.
